but: they should disable everything for mobile use on their phones aswell as all the push messages and background updates...

nope...GPS maps for Germany show nearly everthing..may be not the latest road changes..
thats the reason why I suggested earlier to store google maps for offline usage ..then you can also navigate and have up to date maps..in case the GPS is too old..

Germany is no third world country and since we have 4 operators (well 3 as 2 merged, but networks are not 100% merged yet) roaming is possible anywhere. the T-Mobile network even shows 4G nearly everywhere..
However I have no idea if AT&T limits roaming to certain providers..they should check that
