If I have a person ask for a handcheck on film I have to be very sneaky because there is another screener as well as a point-leader who will argue and argue with the passenger that their film must go through the x-ray and that it is safe. So not only is there no consistency from airport to airport, there is often no consistency on one point from screener to screener. That's what poor leadership, crappy hiring practices and mushy, goofy directives do to an organization.
