I seriously doubt this is the case. In all payment occasions I specifically asked to be billed in HKD - what I got back was, almost universally, "We can only bill you in HKD. However your bank decides to do we have no control." Most of the time I paid at the payment counter except one time we had a big dinner with families and I handed my card, again instructed to be billed in HKD. That was when my brother told me not to worry, that most restaurants bill in HKD but some hotels might be different and try DCC. The "captain" of course told me they could only bill in HKD, nothing else.

In fact, the most frustrating thing has been, some cashiers thought I wanted to use Union Pay and said they did not take Union Pay. I had to explain it is NOT Union Pay. Why would they mistake a Chase card being a Union Pay card is beyond me.

My take is, where you go to spend your money, it largely determine whether you would be scammed by DCC. My experience has been NONE anywhere except at one local hotel. The places frequented by locals and mainlanders do not seem to attempt DCC, including the Crystal Jade at IFC - there are more mainlanders dining than locals, about 3 to 1, from my observation. It was during the Dragon Boat 3 days holiday that the Mainlanders enjoyed. (The following Sunday was an official working day when they got Thur, Fri and Sat 3 days holiday together.)
