Sometimes Mexican Immigration agents will stamp your passports, sometimes they will not. They'll make you fill out a form and stamp that though.
Sometimes this is because you may be subject to different requirements entering Mexico via pedestrian lane vs car vs air. Not all land crossing is the same to them. As you say, usually they are more interested in the tourist permit (and payment of fee) if applicable.
