Traditionally it's cheaper to change the return after the outbound has been flown, so it doesn't surprise me that an airline treats changes before departure of the first segment as if the entire ticket were cancelled and rebooked entirely.
To me the test would be what happens if you try to make the change in return date after arrival at your destination.
