While technically, Travelbank funds are not limited by the terms to UA/UAX flights, in practice it is - it is part of the "United Payment Options" that won't be available online if you have a partner segment. I was able to get UA to apply them once for me with an ANA segment, however, it took me multiple calls and almost a week - so in many cases, probably not worth it.
Also, beware there is a thread somewhere about ETCs not being able to be applied properly on the Canadian site. I don't know if its still the case....but possible you might have to call Web support to get it used.
