Yes, Hertz these days pretty much doesn't care. National (as others have shared) works much better.
For my last 10-day rental PHX-SFO I went with Sixt (had a backup reservation there 80$ less than Hertz for same LCAR) after I showed up at the Hertz lot and was assigned the one car type for my LCAR reservation that I really don't like - a Chrysler 300. I had requested in my reservation and via call to get anything but that car (unless no cars at all), but why would they care. There were Buick La Crosse around aplenty, but no that would be too much trouble. Okay so I cancelled the reservation on the sport instead of arguing with a Gold agent that was thinking hard about how to make an "upgrade" fee" out of the situation.
Admittedly, Sixt is not an option for most of the frequent renters here due to much fewer stations and their own share of issues (e.g. off airport locations, no Express service akin to Hertz Gold in the US yet), but when you get a car at least it is usually a nice one (LCAR = C-Class, 3-Series, A4, S80 or PFAR = XC60, GLA, X1) for often similar or even lower rates than Hertz LCAR and you don't need to pay those ridiculous "Prestige Collection" rates.
