I have seen people get rejected for Fast Bag at DUD and ZQN, of course it did not stop them putting it on the trolley anyway.
I have repeatedly seen the apron staff tell a person that did not have the proper tags and blue loop that they could not use the trolley and they had to take it inside, after weighing it as well.
