I think AA is the odd exception. They comply with the dot rule by allowing you to *hold* the reservation for up to 24 hours before either cancelling it or ticketing it. But if you tell an AA agent to "ticket it now", that means you're waived the hold period, and there is no additional free cancel opportunity.
