OP's whole query is quite baffling to me... ticket stock restrictions on upgrades are something they should be asking on the TK forum, not here.
That said, I can confirm that TK isn't going to process a Miles and Smiles mileage upgrade for a ticket on OAL stock. And if OP wants to use UA miles to upgrade, they're going to need to buy a full Y ticket, not an E one.

I do this fairly often to buy LHR-IST on TK. It saves the €10 booking fee TK charges to book the same flights with the same fares on their own web site [ yes - they publish a ten euro booking fee for flights originating a country that denominates its currency in the pound and traveling to a country that denominates its currency in the lira ], and I don't mind the 016 stock. It's actually kind of nice (if admittedly a bit baffling) to have UA as my travel agent.
I also like to use UA as a travel agent for TK and SK intra-Europe tickets. Especially for schedule changes and IRROPS, UA is far, far, far more flexible than a travel agent or even sometimes the operating airline.
