It's either permanently broken (I suspect), or may only work for MU ticket stock.
You most certainly can select seats on MU via their website. Their US website gives the error message that other people have reported. You can also go through their main Chinese site to successfully do it online. If anybody wants detailed instructions, I can write up a guide to doing it. You do need an 781 ticket.
