As I understand it the airline is required to notify you of your EC261 rights so that is another reason for complaint. There may have been a notice upside down on the back of the checkin desk of course.
Funnily enough I remember seeing one of those notices (possibly a cardboard popup) on the lounge entrance desk, telling
you to make sure
you ask for a copy of your rights if delayed/cancelled.
Also, IIRC most british airports seem to have copies glued to the top of checkin desks, and possibly even GA/rebooking desks.
(Alas, if the UK leaves the EU that could well disappear.)
