If I am not mistaken, when you look on your reservations list, a farelocked reservation does show as "this reservation is ticketed and confirmed", and you do have a PNR and ticket number and can reserve seats. So I think it gets ticketed when you make the initial farelocked reservation.
While you do get a PNR (and can select seats), a farelocked reservation expressly says "not ticketed."
