Very much depends where the lounge is. In VIE the business and senator lounges seem much the same to me. At LHR you walk though the business lounge to get into the senator so you can decide easily. They do seem very similar to me although again the senator has a slightly better range of foods. Having said that, the last time I was there I ate from the business buffet because the dish I fancied was not available in the senator part.
But in FRA the senator has better food, is almost always quieter and feels much more relaxed.

Both times I've been in LHR (both on weekends), Sen was quite full, and business rather empty - didn't notice any real differences, although I wasn't eating much. Last time I was given a one use keycard, this time I got a scannable receipt which would presumably let me go between both parts.
