UA and AA to name just two. In coach this is common because bulkhead seats are limited and often pre-reserved by elite flyers. On some routes, such as the 10 hour itin's to south america there are no basinet attachement on the bulkhead in any class (767's?) - so again you are asked to put the box/basinet on the floor or on your lap - whichever you prefer.
