The bassinets come out of the wall in front in the bulkheads in planes that are so equipped. You need to make certain that you are on such a plane and that you get the bulkhead seats. You can check out http://www.seatguru.com for seat maps of most airlines

Many US carriers provide boxes with liners that you put on the floor - so this is allowed. On Qantas the bassinets are attached to the bulkhead and can't be placed on the floor - so this is a moot point. You have to reserve your bulkhead seat/bassinet when you make the booking.
