The last week or so, PayPal has been putting a number {all, many, some} of payment transactions into a pending status due to "government policies and procedures" or something like that. I've had both incoming and outgoing payments fall into this.
It has taken between one and three days for them to come back and approve the transaction (although I know of one which was not approved and thus cancelled).
They send the pending notification to the vendor but not all of them are prepared to accept and act on that resulting in fiasco with {no,some,many,all} transactions being consummated.
My recommendation is to wait until a go/no-go decision is made by PayPal, then checking the vendor for their status and, as necessary, dialing up customer service.
