I just tried to price this itinerary on ITA and I got a CNY 1782.00 base fare with PEK as sales city.

I guess the price was very recently changed and ITA was still using stale data? If ITA offered to purchase the ticket, I'm pretty sure the price would suddenly jump to the CNY 1782 base fare if you clicked on "purchase" and an *actual* purchase offer is being generated.
