The assumption is that a Canadian credit card was used. However, for Canadian credit cards, AC.com asks for Verified by Visa or similar Master Card program. American Express does not have a similar program.

Another point within the article, the credit card holder was visiting relatives in Sylvan Lake, AB for the first time in many years.

I'm willing to bet that the credit card holder was a nonresident Canadian who had pulled all ties to Canada for tax purposes. Under this scenario the credit card would be Thai and this is what caused the request for verification.
