RUCs cannot be used on partners. Delta One is also the new name for what was previously called Business Elite; so you also cannot use it here (except for transcons; more below).

There are some domestic flights operated once or more per day with flatbeds up front. These includes ATL to LAX (and vv), ATL to SEA, SEA to JFK, LAX to HNL, JFK to SEA or LAX, and sometimes other random routes. You will simply need to search.

Many people like to apply RUCs to the domestic transcons, as these are D1 service and are otherwise not upgrade eligible without RUCs.

As to best value...this is up to your personal needs and wants, and the answer will likely be different for every person. Enjoy!
