It is straightly a speculation, but IMHO the answer is yes.

Being a Citi cardholder and AMEX cardmember for years, I have seen Citi downgraded card benefits more often than other issuers.

Let's agree to disagree.

1. Forward is a mature product because Citi made it mature. Before its benefit downgrade, many were still interested getting the card. Citi simply chose not to take new apps.

2. A mature (or discontinued) product does not mean benefit downgrade. In fact, benefit downgrade happens with active products as well.

3. Even the features are stipulated, they can still be changed by mutual consent or unilaterally depending on the construction of the contract. A classic example is the benefit downgrade (the benefit downgrade was stipulated but downgraded unilaterally).

I trust Costco is on the members' side. However, given Citi's past track record, I inclined not to put my faith with Citi.
