Sorry -- couldn't disagree more. This is absolutely not a case of IDB, this is a case of an incomplete transaction. If AC's purchase process includes some sort of payment verification process (as apparently many other airlines do), then this passenger simply didn't have a valid ticket. She didn't even get a boarding pass, so it's pretty obvious she wasn't denied boarding...
