No. Forward is a mature product, introduced in 2009. It served its purpose. Citi's relationship with Costco is new, and their contract with Costco will stipulate the features.

The Costco American Express card existed for at least a decade before Citi's DoubleCash product was introduced. Some people don't look for a new credit card unless they have a problem. Likewise, some people are happy to get their cash back in lump sum once a year. You know people like this, those who are happy to get a refund from the IRS each year?
