I'm going to wager 2 reasons.

Maintenance nuisance. Like cup holders, they are a loose and flimsy and subject to frequent breakage.

Transport Canada. Coats dangling from a bank of economy seats would pose an impediment to an evacuation. The hooks found in Executive First Suites are forward enough within the seating structure that they don't pose an obstruction.
