That is one slogging commute. Your best bet between Chinzan-so and Shibuya is to take cab to Mejiro station and then fight it out on the Yamanote line down to Shibuya (another 20 minutes or so).

A better alternative is not to stay there. If (personally) I had business to attend to in Shibuya for 11 days, I'd stay at the Cerulean, not luxury, not extra-extra, but quite decent. My usual parking spot is the PHT (actually here right this very minute), but if I needed to commute to Shibuya for 11 days I'd stay in Shibuya.
