First - Taiwan's 700MHz is on Band 28, which only very new phones support. So I am pretty sure you will be on HSPA regardless of which carrier you pick.

Second - The waiting time difference at the airport is relatively small, but the coverage and cost difference is relatively larger. There is a reason why the line at FarEasTone is shortest. I suspect you would wait 15 minutes at either Taiwan Mobile or Chunghwa Telecom, and it would be time well spent in my opinion. They both have better coverage and lower rates than FET for call/SMS assuming you don't pick an everything unlimited plan.
Thanks very much for pointing that out. I wasn't planning on much in the way of calls/texts, although my traveling companion does have a Chunghwa phone so that's something to consider. I'm looking for a 10-day unlimited data plan primarily. I'm not planning on venturing much outside of Taipei, although I am staying in the Nangang district so a bit far out from the city center.
