That is not usually possible with a ticket booked through a corporate TA where there is a corporate discount involved. Part of that deal is that all ticketing is handled by the corporate TA. If you want the carrier to take over ticketing, you pay a fee.

That is actually the case for all TA-issued tickets, it is simply not enforced for up-faring.

Note that Concur doesn't have anything to do with any of this. All Concur does is enforce compliance. It is not booking software. The seat assignment issue lies in communications between your TA's software and AA's third-party system. It is worth remembering that AA won't likely have the seats held until your TA actually tickets. For whatever reason, your TA may not ticket for a while and although you will see your reservation on aa.com, you can't select seats or UG because your reservation isn't ticketed.
