These hotels are very close in quality, and on a good day the Peninsula is the best hotel in Chicago (but they seem to have few good days). Given your prices it is an easy choice, the Peninsula is a bargain and it really is equivalent to the FS or the Ritz Carlton (which happens to also be owned by Four Seasons due to some bizarre history). Too bad the Chicago Pen is not up to HKG standards.
