The daily rate for a 3 day rental multiplied by 5 is the price asked for a week for the same car, starting on the same day and time. So for those 3 hours Hertz is essentially asking an additional amount equal to 2 days rental.
Seems illogical and unfair.

It may not be a Hertz-wide standard. It may vary by location, it may even vary be week (for example, is it longer during weeks with a holiday at one end, like this past Memorial Day or the upcoming July 4th which falls on a Monday this year?
Oh, and could also vary depend on what day you pick and return. Ie, the weekend rate may longer if it's almost a week with a weekend in the middle than almost a week with the middle of the week in the middle.
So if you didn't try all these differences, how do you know that it isn't just a circumstance of the particular time and place you're renting this time?
Also, in general, rental rates vary all the time. A rental booked a few months out may go up and down and up and down and up and down over those few months before you actually pick it up. So it can also vary depending on how out you're booking.
