We just spent a few days in Barcelona and didn't have any DCC problems using USD denominated cards.

The card terminals at two restaurants, a hotel and a department store 'offered' DCC in a way that was transparent and easy to refuse. Three other restaurants simply processed my payments in EUR. ^
