I have used that storage space at the top of the stairs for 30 or so flights over the years. I just used it last Saturday again. I don't wait for them to ask, I stop at the top of the stairs and just politely ask them if I can store it in there on account of it not easily fitting in the upstairs bins. I've never been turned down.

That has been both good and not-so-good crews.
I'm not denying that they maybe should, but just not my experience. I wouldn't plan on CC helping to find a place for a bag that won't squeeze in.
