I've never (yet) had to call on anything like that, but staff at LHR generally seem to be aware whenever there is any major problem with access to LHR. That may well be so that they can give immediate help to anyone who has been caught up in a transport problem that was not of their own making - without having to dive into the provisions in the CoC.
