You can get hotels costing hundreds of dollars for 15000 points. So I don't see why you think 15000 for a hotel that just costs $90 is a good use of points.
I'd say just pay the $90, earn a minimum of 1000 points for that stay, and that way you'll have your 15000 points for when you need a hotel that's more expensive.
Or use the 3000 + $30 rate, then transfer the remaining points to an airline if you don't think you'll ever use them for hotels again.
