Also, can I get my membership package mailed to the USA? I can get it sent to people I know in China, but it seems a hassle for them to photo and email me the certificates. (I will make it to China beforehand to pick up all the materials.)

The certs are in the system. So you don't get free night stay plus physical certs. Just need to log on and use them.
If you PM one of the members with Accor+ I'm sure they can help you check. I'm traveling and don't have access to my laptop atm - sorry. Unless you can wait till week after next.
Accor+ will not mail out of the country you registered in. So you'll need to have it sent somewhere locally and also register with that address.
