I totally agree.

For the sake of clarity, my issue is that there are no standard awards available on my desired route ON ANY DATE, even though there are plenty of seats available for sale.

Thus, UA is not honoring their last-seat availability promise.
Are you just looking online or have you called in? Are you the primary or an authorized user? Did you give you MP # before starting your search? This is all spelled out in the benefit details.

Award Availability:
The primary Cardmember can use their miles to book award travel on any United-operated flight at the MileagePlus® Standard Award level, including award travel booked by the primary Cardmember for an authorized user(s), under the primary Cardmember's MileagePlus number, as long as tickets are still available for sale.
