Welcome to the world of airline fare games! Those people do mileage run frequent FlyerTalk constantly looking for availability of cheap fares and determining how many miles such trip will earn. They actually do miles per $ calculation to determine which is the best mileage run choice. From outside people stuff like this can be mind blowing, and cannot believe some people spend that much time analyzing air fares.

Visit Japan Fare is a discount fare just like discount fares for airlines sold in the U.S., and both ANA and JAL adjust availability of Visit Japan Fare depending on demand of the route. You are heading to Sapporo during the snow festival, which is one of the biggest events in Sapporo. It is no surprise that if ANA or JAL will further reduce availability of Visit Japan Fare on flights to Sapporo during the snow festival. I saw on some ANA flights that during peak demand there will be no Visit Japan Fare availability on certain flights to begin with.
