That reads to me as a play on the word "file" in particular. As in, "no, we don't keep "files" on pax. Oh, you meant "notes"? Yeah, we've got those."
I'm sure most of us would agree that it's next to impossible that AC doesn't keep some sort of record on its pax.
Air Canada does NOT keep files on passengers:
It keeps the files in the tool box, where they belong.
