Yup that's definitely MNL, however you made the conscious decision to get rebooked on a different flight, you can't just swap and change at the last minute and hope things work out ok in the Philippines because they generally don't and I'm not entirely sure you can fully blame the airline for you not flying, if you hadn't requested a different flight, you would have flown.
What you should have done is check the 16:35 flight was on time and was in the air BEFORE you asked them to change, then you would have known beforehand that it also was delayed.

Perhaps in the future consider avoiding MNL unless absolutely necessary, you can fly directly in to CEB from many places, it may sometimes be more expensive but it's worth any price when you don't have to deal with MNL.
