My only surprise is that you haven't seen it before, it is extremely common and allows the aircraft to leave immediately if ATC allows it. There is genuinely bad weather at Heathrow, we have had another sharp shower and a number of flights have been cancelled including Hamburg, Frankfurt, Dublin and Madrid. I'd expect further delays and cancellations as the afternoon progresses. There is currently a one hour waiting time on T5 departures.
