If you've been getting approved for Citi cards "forever", you are almost certainly not limited to 6/6. That's the beginning level for those without much history with Citi. Those of us with long histories with Citi have easily been getting approved, often instantly, at 8/6, and sometimes even more than that.
I did once have Citi deny my app when I was at 11/6,
so there is a limit. I just waited a couple of months for some of those HPs to drop off, and when I got back to a more reasonable level I got an instant approval again. So it seems to be true that they only look back 6 months, and they have a short memory.
