Because, size-wise, neither will attract any negative attention. I just completed 4 flights with a bag similar in width to the 121CXW (all on full domestic USA flights) and no one cared. The folks who did get asked to put their baggage into the sizers at boarding, generally had bags with too much depth and all were force checked.
