Yes, and the ticket may have had to be issued manually, which does require extra work, and arguably justifies the fee at that point.
It does seem a bit disingenuous to ask for the $35 fee back, when, basically you paid a certain price to purchase a ticket. There was likely no other way to purchase the ticket, so for all intents and purposes, the fee is part of the ticket.
But I'm not going to tell you not to ask for a refund or credit...
