Just to make sure I'm following it, the check-in was with IB staff for an IB flight, and they took the money? If so I think it will be difficult to get money back from BA . And IB

Did it give a checked luggage allowance on the BP? If that also says 3 pieces you have an even stronger argument, although I'm not sure it will help with the airlines .

Can they do a claim back on credit card? I think there's a fair chance they'd accept the documentation that you have.
