I travel frequently to the DC Area, Yes every Hotel will ask for a Govt ID if you ask for the Govt Rate. Contractors are not permitted the rate, but some still try to sneak in using a Contractor CAC Card. This is the same around large military bases.
TL/DR: Yes, have a Govt ID with you.
