QF excludes F passengers who have a non-QF issued ticket in the case of chauffeur drive.
This occurs for award travel (eg. using AA points or BA Avios).
You could also be a fully paid F passenger on a QF flight number and QF metal - for example, holding a RTW OneWorld F ticket (e.g. AONE4) issued by a non QF OneWorld airline partner - and not qualify for chauffeur drive.
Using AA points, it is definitely possible to book chauffeur drive - whether that is intended ot not, is another matter
Restricting such benefits to certain fares is not at all uncommon - EY , for example, does not offer chauffeur services to its lowest booking classea
