The one place that's quieter in the US than Europe is the intercity train, though. Especially in the UK, I want to punch all those people who never shut up on their phones. Even in the non-quiet car on Amtrak, it's not nearly as bad.
This is country dependent I believe. I think TGV explicitly tell you to use the vestibules (but I've not used them much so I don't have a bigger overview of how this works in practice). On SBB morning trains you will get evil stares if you call anyone - evening commutes are mostly silent too. Intercity in Italy was pretty quiet too, but I've only had a few journeys there.

I've had noisy callers on a few Amtrak rides, so I'd say it's pretty even, with the exception of the UK and maybe some other countries?
