So, I'm the director for a nationwide seminar program. Program is free to all attendees and about 75% of the attendees are US government employees. Program is done in very close coordination with one Federal agency, local office of the agency sets up the seminar, books the seminar space, coordinates travel orders for out of town attendees, and the like.

This is definitely a government project....
Do you have a PO from Uncle Sam? If so, you are a contractor.
