Some airports permit ESTA visitors to use the kiosks at some times and not others. They generally manage to confuse people with barked instructions that differ from the signage, and different to the previous recent entry at that same airport & terminal.
PHL seems to be particularly bad and the one time I connected at CLT there were no kiosks, so I had to queue. This is why I try to avoid those airports when coming into the US, unless connecting at DFW or MIA is much more expensive. I have GE now, so it is not that bad, but I prefer MIA and DFW over PHL and CLT anyway.
