Actually, there are
two Best Westerns at Bryce Canyon, across the road from each other, and other one (BW Plus Bryce Canyon Grand Hotel) is
way above Ruby's Inn in quality. Among other things, it's got gigantic high-quality breakfast buffet which I've never seen the likes of in any other hotel with free breakfast in the whole USA. (While the Ruby's Inn paid breakfast looked like junk by comparison.)
Yes, Ruby's Inn tests to cost less (both in dollars and in points), at least in peak season, than the Grand Hotel across the road. But there are good reasons for that price difference.
BW decides what hotel is a Plus based on things like business-leaning amenities, not quality.
