The OSL people are a bizarre mix: there are some wonderful ones and some truly atrocious ones. Somehow it feels more uneven than in most places.
ETA is indeed a breeze when it works, but you have been lucky because (as with many other similar electronic authorisation systems) a random proportion are referred to manual check and can take much longer to issue (48 hours if the manual check confirm that all is well, if they have any question you would need to report for the embassy/high commission).
